My friends and I are making English Tea Biscuits (we're Americans) and the only recipe we could find is really confusing. It calls for....
4 cups of flour
4 Tsp. of salt
2 Tbsp of Butter
1 cup of mashed potatoes
1 cup of milk

The recipe you have sound like a scone recipe. which is fine except for the salt ingredient which is far too high, you only need a PINCH of salt not a teaspoon.
I would also loose the mashed potato, as well.
Here is the recipe for a plain scone:
225g flour
pinch of salt
55g butter
25g caster sugar
150ml milk
oven 220c/425f/gas 7.
Mix flour and salt, rub in butter.
Stir in sugar, then milk to get a soft dough, turn out onto a floured surface and knead lightly. Roll out 1/4 - 1/2 inch thick, then cut out with a 2inch round cutter. Brush tops with milk, bake for 12-15mins cool on wire rack. Then split in two butter and spread with Strawberry jam and clotted cream.English Tea Biscuit Recipe?
