I have never thought of making biscuits with condensed milk, so thank you for helping me find this recipe on UKTV's site!
If you like Banoffee pie, try this Banoffee shortbread recipe using condensed milk - http://uktv.co.uk/food/recipe/aid/516509
The rest of the recipes were pies and tortes, but take a browse if that one doesn't sound like something you're craving.
Enjoy your baking!

MAGIC COOKIE BARS
This is THE EAGLE BRAND庐 best-loved classic - a favorite of kids and adults alike! EAGLE BRAND庐 is the magic ingredient in this easy cookie bar recipe.
Makes 2 to 3 dozen bars
Prep Time: 10 minutes
Cook Time: 25 minutes
1陆 cups graham cracker crumbs
陆 cup (1 stick) butter or margarine, melted
1 (14 oz) can EAGLE BRAND庐 Sweetened Condensed Milk (NOT evaporated milk)
2 cups (12 oz) semi-sweet chocolate chips
1 1/3 cups flaked coconut
1 cup chopped nuts
Preheat oven to 350掳F (325掳F for glass dish). In small bowl, combine graham cracker crumbs and butter; mix well. Press crumb mixture firmly on bottom of 13X9-inch baking pan.
Pour EAGLE BRAND庐 evenly over crumb mixture. Layer evenly with remaining ingredients; press down firmly with fork.
Bake 25 minutes or until lightly browned. Cool. Cut into bars or diamonds. Store leftovers covered at room temperature.
Notes: Recipe Variations: Substitute chocolate chips or nuts with: candy coated pieces, dried cranberries, raisins, mini marshmallows or butterscotch chips. Substitute graham cracker crumbs with crushed vanilla wafers.

Condensed milk is 90 sugar and 10% milk. Not a good item to use in making biscuits.
Later: Just occoured to me that you might be asking this from Europe where little baked sweets are called biscuits. Here in the states biscuits are a savory puffy pastry thing we eat with dinner.
Look at epicurious.com and enter Condensed Milk Cookies in the search bar - maybe there is a recipe there.
Vanilla extract or essence is optional.
The above recipe for the cookie bars is excellent but if you are in the UK you may need to substitute the graham crackers with crushed digestives or hobnobs. I don't think graham crackers are very easy to find here.
