What is a good dog biscuit recipe that does not require refrigeration?

Our volunteer service group is baking dog biscuits to sell as a fundraiser for local animal shelters. The dog biscuits will be wrapped in cellophane and must be able to be stored at room temperature for a couple of weeks. What are some good recipes?
